Added message when Sending data to the radio and an error occurs after the 
header is sent.  The message warns that the hardware information in the file
does not match the radio.

Made changes to make the Get Data From screen appear quicker.

Added validation to check is row is active.

Corrected the code that looked at the CPU type for 9 kHz steps when 
using a non-US radio.

Made changes to spread sheet data entry warning functionalty

Corrected problem that would not allow the programmer to open 
previously saved files.

Corrected an incorrect setting that caused the banks not to show in the 
radio even though banks were defined in the programmer.
