Changes to communication routines to address new demands of Windwos XP especially as it pertains to
use of the programmer with a USB to serial adapter. 

Note:  The power demands of the FT-51 during programming make use of a USB adapter with the system
questionable.  The adapter must be well suited for the power demands of the radio.
